There is no reason, in my view, why leases should not be granted for any appropriate term and one can of course always grant a lease for a relatively short term and include in it options for renewal when the term expires. This can be done without reference to the Chinese and ought to suffice, at any rate if the original term expires before 1 July, 1997.

An indeterminate lease would I think amount to the grant of perpetual tenure and thus would equate with a freehold: I doubt if this would commend itself to anyone. In short my advice is to forget about "indeterminate leases" since they cannot contribute to a solution of your political problems.

4. I will endeavour to attend Mr Murray's meeting even though it is to take place out of normal office hours.
