The Secretary of State was grateful for your suggestion that the Prime Minister might like to see the secret report on Chinese policy towards Hong Kong. He has however amended the last sentence of, paragraph 3 and omitted the last paragraph of the letter to No 10. His view is that we should be in no hurry to approach the Chinese about the future of Hong-Kong; and that we should give the present Chinese administration time to settle down first. This does not however mean that officials should not begin work on a paper if they wish.
