I warned the Governor that it had been decided in principle to hold an Asian Heads of Mission meeting in Hong Kong in the spring of 1979, probably at the beginning of the 1979/80 financial year, subject to further consideration by the Secretary of State nearer the time. He welcomed this, pointed out that hotel accommodation would be available, and that the Hong Kong Government would almost certainly be able to supply a secure conference room. He assumed there was no call for him to attend personally, but he thought that the Political Adviser should attend as an observer and could make a useful contribution. He regretted, however, that it would not be possible for the Hong Kong Government Secretariat or the Political Adviser's office to provide any full-time
secretarial help;
ought to be brought from London.
