The Governor of Hong Kong is coming to London PA and wants to see you and Mr Samuel, (Head of SED). Mr Stagg has arranged the appointment for 4 o'clock on Wednesday, 19 July in Mr Samaal's room.
He wants to talk about a draft paper on the China Hong Kong relations produced in Hong Kong and in the bag on its way to us now. He has some legal questions he wants to ask you.
