SIR MUKKAY MACLEHOSE'S CALL ON LORD GORONWY-ROBERTS
1. As agreed when we spoke last night, I shall endeavour to complete a draft Agenda, Background Brief and Speaking Note for the Governor's call on Lord Goronwy-Roberts in preparation for your proposed meeting at 11 o'clock on Friday, 14 July. In the meantime, I attach copies of the following papers which you may wish to study in advance:

The Governor's letter of 4 July setting
out his summary of what the Hong Kong Government plan to do between now and 1984/85;

Sir Denys Roberts' letter (drafted by the Governor) of 6 July on "The China Dimension"; The political adviser's letter of the same
date on the same subject.
I am minuting separately to Mr Murray (with a copy
to you) on the Governor's reply of 3 July to Mr Murray's
letter of 16 June about changes in the Royal Hong Kong Police
Force.
