Background Brief II
The Governor has recently sought our approval for a
number of changes he wants to make in EXCO and LEGCO:
details
were given in Mr McLaren's submission of 7 July. In minuting
on this submission, the Minister has accepted Mr Cortazzi's
recommendation that he should speak firmly to the Governor,
stressing our disappointment that it has not been possible to do
more to achieve our objective of more broadly based unofficial
membership of both Councils.
