Sir Donald Luddington who was appointed Independent Commissioner Against Corruption in Hong Kong in early July is calling on Lord Goronwy-Roberts at 330pm on Monday 14 August. I attach a brief
curriculum vitae.

Sir Donald was Chairman of the Public Services Commission in
Hong Kong from 1977

The Public Services Commission is an independent body, established in 1950 to advise on recruitment to and promotion within the Hong Kong Civil Service. The Commission, which also advises the Hong Kong Government on disciplinary cases, is made up of leading figures in the Colony, who serve on a part- time basis. It plays an important part in the programme of local- isation which the Hong Kong Government, strongly supported by HMG, is currently carrying out.

As Independent Commissioner Against Corruption Sir D Luddington will be succeeding Mr Jack Cater, who is to become Chief Secretary in October. Under Mr Cater's vigorous leadership ICAC has had considerable success in reducing the level of corruption in Hong Kong. In particular, Mr Cater himself is confident that all major But syndicated corruption has been eliminated from the territory. ICAC still has a very important role to play, especially in the areas of corruption prevention and public education: the limited amnesty declared by the Governor in 1977, while obviously a blow to ICAC, did not in any way mark the end of Hong Kong's anti- corruption campaign.
