He explained that the Secretary of State and Parliament take a very close interest in this aspect of life in Hong Kong and concluded the meeting by wishing Sir Donald Luddington luck in his new role. He again emphasised that ICAC should itself be investigative and initiative as well as co-operative with the departments.
