As you will know, new Administrative Officer recruits to the Hong Kong Government Civil Service are sent on a post-graduate course at Oxford. Various vacation acti- vities are arranged for them by the Hong Kong Government Office, who have suggested to me (Mr Webb-Johnson's letter of 25 October) that the programme should include a visit to the FCO. This has been done in the past but there was no visit last year.
2. I think it important that new recruits to the Hong Kong Civil Service should be given an idea of the FCO's work and, in particular, of the pre-occupations of this Department. A suitable programme might include short talks by me and Mr Samuel (or, if he were not available, another member of Far Eastern Department able to speak about China), a tour of the Office, and a sherry party. This apart, I think it would be very much appreciated if you or Mr Cortazzi were prepared to receive members of the course. The timing is not particularly convenient the visit will have to be arranged at the beginning of the week beginning 18 December but the meeting need not take much more than 20 minutes to half an hour. are nine members of the course.
