Many thanks for your report on your recent visit to Hong Kong.
I read this with great interest and enclose a summary of comments on the report by officials. I have not had any time to study this in detail but it seems to me that generally speaking there is no difference of opinion between you and the officials concerned here, and that the tendency of their comments is to amplify your report and indicate the action in progress.
You will know, from page 4, that we would be very grateful for your assistance in arranging special attachments for about three months to the headquarters and regional offices of the UK Health and Safety Executive for our Superintendents of Factory Inspectors.
The main problem is the contributory social security scheme. It is a problem in that a good deal of work still needs to be done on it before it can be put to the public in a form in which its implications are understood. Eric Ho is accompanying me in London for talks with Heppell in the hope of pushing this forward. I look forward to seeing you next week.
