As you will know although we had no appointment and no substantive business to discuss, I did drop in to your office a couple of times during my recent visit to Hong Kong. Unfortunately, we played box and cox.

2. I am writing to say how sorry I was to have missed you but also to congratulate you on your speech to LegCo on 13 April. I know I am speaking for all in the Foreign and Commonwealth Office when I say that your speech opened your period of office with really hopeful and enlightened indications of policy.
