Background Political Brief
The following points are likely to come up in discussions with the Governor, Mr Cater and Dr Wilson.
1. Legco Speech
We have not yet (27 September) received the draft of the speech that the Governor will be making at the opening of Legco on 11
October. It is now established practice for Ministers to be
given a chance to comment on the speech before it is finalised. You may like to remind the Governor of our interest in this,
2. Chinese National Day Reception
On the day of your arrival the Governor is due to attend a reception given by the NCNA to celebrate Chinese National Day.
You will wish to know how this went off.

Briefing for visit of Chinese Foreign Minister
We will have ready before your departure the draft brief on Hong Kong for the Secretary of State's talks with Huang Hua. A copy will be sent on by bag to arrive shortly after your own
arrival in Hong Kong. You have expressed the intention of discussing this with the Governor.
4. Policy towards Hong Kong in the 1980's
You will no doubt wish to discuss your views on this with the
Governor.

Police Commissioner
We are submitting the Governor's recommendation for the next
Commissioner of the RHKPF. You will recall that in his letter
the Governor claimed that the FCO had supported the candidate he was now proposing. While we have now agreed with the Governor's recommendation you may wish to set the record straight
on this point.
