Third Secretary (Consular Affairs) in the Czechoslovak Embassy. Does the Consular Section of an Embassy have a defined consular district? If not, to what extent does an Ambassador accredited to the Court of St James have a droit de regard over dependent territories? То come down to practical possibilities, to what extent would we be obliged to grant a visa for Hong Kong to the Polish Consul-General if he expressed a wish to visit this part of his jurisdiction, and would it make any difference if his professed intention was to pay a courtesy call on the Governor or if he had specific business to deal with, such as a Polish national in trouble whom we had not managed to get out of the colony in time?
In what way,
if any, would the position differ if the Czechoslovak Third Secretary (Consular Affairs) applied for a visa to Hong Kong? Are there consular sections in other Eastern European embassies? In what way would an application by the First Secretary and Head of the Consular Department in the Soviet Embassy differ from either of these?
