Miss Pippet's minute of 18 August answers most of the questions raised in yours of 18 July. I apologise again that this file was accidentally returned to the Registry without a reply being sent.

Article 34 of the Vienna Convention on Consular Relations provides for freedom of movement and travel for consular officers withing certain limitations, but I do not know whether this could be said to oblige Hong Kong to issue

a visa to Kalinowski should he apply. I do not know in detail what the Hong Kong immigration regulations are. If Kalinowski could prove that he had bona fide consular business in Hong Kong, which in itself might be quite difficult to do, it could well put the Hong Kong government in an awkward position. They might be able to retreat behind the excuse that he could not be received at the time requested, or that his visit would be rather

inconvenient, rather than an outright refusal.
