(v) On the particular question of an Eastern Bloc Consular Official attempting to visit Hong Kong, PCD are uncertain whether eg Kalenowski would have a theoretical right to enter the Colony. However, it seems unlikely that an Eastern European official would have bona fide consular business in Hong Kong and this would, presumably, enable you to avoid granting them a visa.
(vi) I am currently arranging for you to be put on the mailing list for the London Consular List and will send you a copy of the current List by Bag in the near future.
