I have every synpathy for Hong Kong's request for a copy of the Consular List, but it is prepared basically as an internal official document, and we try to restrict as far as possible the circulation of it.
We have refused requests from local police forces for a copy, and they
would seem to have a greater need for it than does Hong Kong.
Most of the list is totally irrelevant to Hong Kong and you
will have seen from the recent minutes from this Department that very
few consular personnel in London are accreditted to Hong Kong. If you
still think it absolutely essential that they receive a copy, then I
shall arrange for it to be sent to them. Otherwise I should prefer to
maintain our policy of minimal distribution.
