Thank you for your undated letter ECO/103/1 about the assessment of Hong Kong as a market.

I have not yet seen the Whitehall paper dated 29 August to which you refer, but I gather from David Wilson the Political Adviser, that it was primarly concerned with consideration of Hong Kong's future stability. I am glad that as a result of the report ECGD secured the agreement of the ECGD Committee to cover all the risks in prospect and as long as this situation holds good I certainly see no need for commissioning a further paper. If ever you should hear that there are doubts in the Export Guarantees Committee about the total risk in the market I would be grateful if you could ensure that they are aired an early date rather than allowed to fester and put at risk ECGD's ability to continue to respond quickly and flexibly to requests for cover.
