Thank you for your letter of 25 October about an incident involving the US destroyer "HAROLD E HOLT" on 12 October. After this passage of time, I am afraid I have no more to report than that Departments here have been through their records and the last similar incident of which we are aware occurred in the late 1950's. We have seen nothing which would make us wish to dissent from the initial American assessment that the incident was an aberration.
