For the purposes of this circular, an official visit

is defined as:

(a)

:

a visit, the purpose of which is related

to the applicant's official duties, or

(b)

which is preceded by an invitation from a

representative of the host government

or an invitation from an international

organisation (e.g. U.N.E.S.C.0).

An application to make an official visit should be

made by memorandum addressed to the Secretary for Security

and copies to the Secretary for the Civil Service and the Director of Special Branch. The application should reach

Security Branch at least 3 weeks before the date of the

proposed visit and should state:

(a) the name and rank of the officer who

to make the visit;

(b)

the levels of classified information to which

he has had access during the preceding

three years;

(c) the country and places he proposes to

visit;

(a) the reasons for the visit and the benefits

which will accrue to the Hong Kong Government

as a result;

(e) the nature of the invitation (formal or

informal) and who it was issued by, with

copies of any relevant correspondence,

and

(f) whether the Head of Branch or Department

recommends that the visit be approved.
