Border Incident on 28 October

Mr Tan of the NCNA telephoned me today to refer

to the representations I had made to him on 1 November about a border incident, involving a sampan with two men on board, which had occurred on 28 October.

Mr Tan said that the Kwangtung authorities had made a careful investigation. On the morning in question the No.3 typhoon warning signal had been hoisted. No boats had been moving on their side of the border. They could not therefore understand how the incident we had referred to could involve a sampan from China. they shared our concern that incidents should be avoided.

Although, as in the previous case, this is not really a satisfactory reply, it was clear from what Mr Tan said that they were genuinely anxious to avoid incidents. Bringing any incidents that occur to their attention does at least make sure that the local authorities are forced to carry out an investigation and probably also therefore helps to avoid further incidents.
