Honourable Members are asked to advise whether:
the policy outlined in paragraphs 3-6 above and incorporated in the attached draft circular should be approved; and
the new policy should be reviewed in a year to see whether or not further relaxation is justified.
(The Secretary for Security (Mr L. M. DAVIES), the Secretary for the Civil Service (Mr J. M. ROWLANDS) and the Political Adviser (Dr D. C. WILSON) will attend before the Council for the discussion of this item).
