We
The information on Lu P'ing (7627/1627) which you ask for (your letter SCR 92/65 of 19 September) is rather sketchy. The man who fits the name and telegraphic code was described by People's Daily on 10 April 1956 as Deputy Chief of the Kaunting Hydro-Electric Engineering Department. In 1961, Hsinhua identified the same man as a Deputy Director of the Foreign Trade Planning Bureau of the State Planning Commission. then have no record of appearances by anyone of that name until 1970, when a Lu P'ing started appearing "among leading members of departments concerned" to meet foreign delegations concerned with hydro-electric power construction and water conservancy. From June 1973 until December 1975 Lu P'ing made a number of appearances as a Council member of the Sino- Korean Yalu River Hydro-Electric Power Corporation. He made no further recorded appearances in that or any other role.

2. Another Lu P'ing (7120/1627) is of course better known. was the former President of Peking University ousted on 3 June 1966 as one of the first victims of the Cultural Revolution. According to a pamphlet published in April 1967, under Liu's and Teng's protection, black gangster La P'ing produced the 'February Outline"" He was apparently rehabilitated since in 1975 it was reported that the same man had been recently transferred to the Seventh Ministry of Mechanical Engineering. He appeared "among leading members of government departments" at the May Day celebrations in Peking on 1 May 1975, at the National Day reception in Peking on 30 September 1975 and at the memorial meeting for Chou En-Lai on 15 January 1976.
We have no more recent record of his appearance. A second rehabiliation, given the present political climate, would surely not be unlikely.
