When you called in on us earlier this week, I promised to let you have a sight of the draft brief on Hong Kong that we were preparing for the Secretary of State's meeting with Huang Hua. A copy is attached. There will be a separate speaking brief which will propose that the Secretary of State should express our general satisfaction at the current state of relations over Hong Kong, but will not suggest that he should raise any other points (except, subject to your views on FCO telegram No.730, possibly immigration).
2. Since the briefs are required in final form by 5 October, I should be grateful if you could let us have your comments, if you have any, by the morning of 3 October, London time.
