3. In the session on international topics, we envisage that Mr. Huang might take the lead in discussing the situation in Asia, while Dr Owen might speak first on Europe and Africa.

Mr Huang can be expected to express criticism of the Soviet Union on most topics.. It would seem convenient to group briefing into three sections following the topics listed in paragraph 7 (a), (b) and (c) of the telegram as follows:-

EESD in conjunction with EID(E), WED, Defence Dept, ACDD and Planning Staff.

Mr Willson in conjunction with Rhodesia Dept, CSAD, EAD and EESD.

FED to co-ordinate with SEAD, SAD, MED and NENAD:

If anyone considers that any further briefs are needed, we are open to suggestions.

Would Departments please treat Thursday 5 October as the provisional deadline for briefs to reach FED in final form. However, in view of the strong Chinese content of virtually all briefs, FED would be grateful to see all of them in draft by Tuesday 3 October.
