VISIT OF CHINESE FOREIGN MINISTER: BRIEFING

1. As you have doubtless seen, the Chinese Foreign Minister, Mr Huang Hua, will visit London 10 14 October 1978 as the guest of HMG. FCO telno 520 (copy attached) outlines a possible programme and agenda which was discussed by Mr Cortazzi with the Chargé d'Affaires. It may be some time before we receive Chinese reactions to these proposals and so submit formally to the Secretary of State; since time is short, I set out below FED's preliminary ideas on briefing requirements.

FED will prepare and circulate:-
(a)
A draft steering brief.
(b)
A separate master brief (which will probably take the form of a speaking note), tying together the various aspects of Anglo-Chinese bilateral relations.
We will also co-ordinate more detailed supplementary briefing on particular aspects. We should be grateful for contributions on specific topics as follows:-
