VISIT BY CHINESE FOREIGN MINISTER: CALL ON THE PRIME MINISTER

Thank you for your letter of 20 September. I enclose briefing as requested for the meeting at 16.30 on Wednesday 11 October. Mr Huang will probably be accompanied by the Assistant Foreign Minister,
Mr Sung Chih-kuang, who was formerly Chinese Ambassador in London; by the new Chinese Ambassador, Mr Ke Hua, and by an interpreter.
2. Dr Owen considers that it would be appropriate for the Prime Minister to express our hope, in general terms, that Premier Hua Kuo-feng should visit this country. Not to do so would put us, in Chinese eyes, behind the French and the Germans, who are expected to invite Premier Hua to visit Paris and Bonn some time
next year.
