Mr Cortazzi suggested that it would be appropriate if this could be signed during Vice Premier Wang Chen's visit. Did the Chinese side see any difficulty about this? Mr Sung said that at the time he left Peking the Science and Technology Commission had no major objections to the UK draft. The question now was when negotiations should take place. He would report the suggestion that the Agreement might be signed during Wang Chen's visit.

INVITATION TO HUA KUO-FENG

Mr Cortazzi said that he hoped that Hua would include the UK in any European tour. The UK attached great importance to this. Mr Sung said that he was aware of the press speculation about a visit next year by Hua Kuo-feng to Europe. As far as he knew this was still only a possibility and had not been decided. Hua could not leave Peking for too long a period as he was busy at home. Sung therefore did not know how many countries could be included if Hua came to Europe. Mr Cortazzi said he hoped that the UK would be high on the list. Mr Sung said that the Foreign Minister would convey this message back to Peking. But many European countries were equally pressing (he specifically mentioned Greece, Italy, FRG and Malta).
