There was no incident and no communication from the Chinese island. In addition, since the first incident an American submarine has come in on the surface by the same channel.

It looks as though the initial assessment was correct. Nevertheless, the incident remains something of an enigma. No mention of it has appeared in the press and I hope that none will.

The local naval authorities have already reported in detail what has happened to the Ministry of Defence. Nevertheless, perhaps you would also send them a copy of this letter just to make sure that it is on the record. I would also be interested to know if they have a record of when such an incident last occurred.
