type of applicant will deal with Chinese applicants.
It is, however, extremely important that the Secre-
tariat should be aware of all applicants and how
they are being dealt with. The co-ordinating
officer for these requests will be the Deputy Secretary
for Environment (2), who will seek the necessary
political and policy guidance. The following will
be the basic procedures :
(a) Where a formal application is made to
an appropriate department -
(i) it will be dealt with by an
officer specially nominated
by the Head of Department;
(ii) he will, as far as possible,
authenticate the identity
and status of the sender
(see paragraph 6 below);
(iii) he will acknowledge the
request and refer it to the
Secretary for the Environment
(attention DS(E)2) under a
confidential covering memo-
randum, copied to PAxand
and to PA
S for S(in duplicate/stating
the action proposed; and
(iv) DS(E)2 will confirm the action
to be taken.
