dialogue with the Chinese agencies to
encourage them to co-ordinate their
activities so as to use the 'facilities
provided economically and efficiently.

It will continue to be Government's
policy to deal with fresh foods through
Government wholesale markets.

Facilities in the airport
Land within the airport may in any case
be granted by private treaty to major
airport users on the recommendation of DCA,
and for the time being it is proposed to
deal with requests from the Chinese through
the normal channels.
Institutional buildings
Any decision to apply special criteria, as
in para. 3(d) above, will only be taken at
a high level. No hint should be given in
advance that special treatment is likely.
Procedures for handling requests for assistance

Because it is undesirable for Government to
be put under political pressure to respond to requests
for assistance in ways which would not be in its best
interests, it is not proposed to deal with applicants
centrally. The normal rule will therefore be that the
department or office normally dealing with a particular
