Declaration

People's Republic of China concerning Hong Kong and Macao

Dear Sirs

The postal administration of the PEOPLE'S REPUBLIC OF CHINA asks me to bring the following declaration to your attention:

"On receiving the new edition of the International list of post offices we found that "Hong Kong" and "Portugal, Santarem" remain as names of countries and terri- torial subdivisions for the post offices of Hong Kong and Macao respectively and, what is more, in the preface to the List, Hong Kong and Macao are given under the title "Countries". All this is erroneous. As is well known, the problem of Hong Kong and Macao, a legacy of history, arises from a series of unfair treaties imposed on China by imperialism. Hong Kong and Macao, occupied by the United Kingdom and Portugal, form part of the territory of China. Consequently, we cannot accept the erroneous fashion in which they are given in the International list of post offices. We request you kindly to correct the above errors and to inform the member countries of the UPU of our position of principle."

Yours faithfully,

A K BAGHDADI

Assistant Director-General for the Director-General
