I enclose a copy of UPU 1B Circular 248 reproducing a declaration from the People's Republic of China asking for the entry in the International list of post offices in respect of Hong Kong (and also that of Portugal, Santarem) to be corrected to appear as part of the territory of China and in any case not be shown as a "country".
2 I should be grateful if you would let me know whether we should ask the IB to circulate a counter-statement by Great Britain and if so what its terms should be.
