but unrestricted as to development potential be granted and that no premium be payable. This would mean a reduction in size of the site to about 7, 644 square metres and would involve a major re-appraisal of the scheme. It would also, by reason of the flexibility of the siting of the marine structures, produce two small and uneconomic areas of Crown land at either end of the project, and it would be necessary to forego their full value. Indeed, to separately alienate these areas could create a traffic servi- cing problem and would be bad planning, They would be unattractive to real estate developers and it would probably be necessary to sterilise these sites on a permanent basis.

Recommendation

The Director of Public Works, while of the view that alternative (b) in paragraph 9 above produces a reasonable compromise, is prepared to support the Corporation's request at alternative (a) on the grounds that it would produce:

the redevelopment of the Macau Ferry Terminal containing all Government Departments' requirements with the least possible further delay;

a good quality and imposing building on the landward side catering to the number of passenger and freight rovements anticipated in the future; and

the realisation of the full potential of the site by way of premium.

Honourable Members will be asked to advise whether negotiations with the Shun Tak Enterprises Corporation should be concluded on the basis recommended in paragraph 8 and detailed in paragraph 9(a) of this memorandum.
