1. We spoke about the letter from DOI at folio 193 and its enclosure on HKK 020/1 (78).
2. I have now managed to speak to Mr Wilcock. He is not particularly worried about this matter except that he and some of his colleagues have to go to Berne next week for a meeting of the Universal Postal Union (UPU). The Chinese will be there and they may raise this issue. Mr Wilcock would therefore like a defensive brief by Friday, 16 February.

Presumably Mr Wilcock should simply say, if pressed, that HMG do not dispute China's statement and it is for the UPU to make whatever amendments they consider necessary.
