1. We have been informed by Dr Carlos d'Assumpçao, lawyer, leader of Macau's principal political party- Association for the Defence of the Interests of Macau (ADIM), and President of the Legislative Council in Macau, that he is heading a consortium comprising amongst others K P Chow, the Hong Kong industrialist and the Portuguese Financier, Bulhosa, who plan to set up in opposition to the powerful Sociedade de Turismo e Diversões de Macau (STDM) to construct two new hotels in Macau and to run a hovercraft service between Hong Kong and Macau, Kowloon and Macau, and eventually Hong Kong and Taipa island. The consortium hope to start this hovercraft service at Easter 1979. As you will know STDM have a virtually monopolistic grip on Macau. They at present control the gambling, major hotels, the electricity company, and the majority of the communications between Hong Kong and Macau. Their only competitor is the Hong Kong Macau Hydrofoil Company, and I gather that the leading director Y C Liang is now virtually senile, and his son a nlavhor
TDM are apparently making overtures to buy up the Hong Kong Macau Hydrofoil service. Assumpção said that he had talked the whole project over with Governor Leandro and warned him squarely that if something were not one to loosen STDM's grip on Macau their control would barrass subsequent Governors. Leandro is certainly no lover of STDM as Stanley Ho will confirm and Assumpçao said that he had agreed and give his blessing for Assumpçac and his fiends to go ahead.
