LI Kai-san (2621/0798/2450 m. LI Chi-hsin), a 68 year old Cantonese who, travelling on diplomatic passport No. 010052, is to be posted into Hong Kong in early July 1978 as a Deputy Director of the local branch of the N.C. N.A. Very little is known about him but he would appear to be identical with the person who in 1967 was named as a Vice-Chairman of the Sino-Latin American Friendship Association in which capacity he had visited Cuba in 1961. Said to have been a former, resident of Cuba, LI was refer- red to in the Chinese press as "a leading functionary of a department of the Central Committee" a vague designa- tion which at the time was held to indicate connection with the International Liaison Department of the Central
Committee of the C.C.P.
There are several references to his having been engaged in the past in secret "overseas work" but, being". indistinct and disconnected, they cannot be said credibly to indicate, what his role in Hong Kong might be. He will probably be a Deputy First Secretary of the clandestine Hong Kong and Macao Work Committee with fairly wide rang- ing authority over several line party committees including, possibly, those covering the mass organisations.

LO Hak-ming (5012/0344/2494 m. LO K'o-ming), a 58 year old Cantonese who, travelling on diplomatic passport No. 010053, is to be posted into Hong Kong in early July 1978 as a Deputy Director of the local branch of the N.C. N.A. Very little is known of him but from October 1974
until the disbandment of the office in late 1977-early
1978 he was Head of the No. 20ffice of the Kwangtung Provincial Party Committee an appointment which made him responsible for party work in state organisations in Hong Kong and Macao. After coming to Hong Kong on a two-month tour of inspection in mid-1977, he participated in a
