project to secure the benefits, and (which appears to be equally important in the eyes of the Corporation) the prestige of a large building on the waterfront, in the absence of further traffic reasons for restriction, it is recommended that full development on payment of premium should be permitted for the following
reasons:

Government should not forego the revenue potential of the site.
The Corporation originally asked for full development and it was only because of considerations which no longer obtain that this was not proposed to this Council in the first place.
The project is not one which could be tendered; in the first place it is based on agreed plans; in the second place the very high initial expenditure on works for Government and the delay before the Corporation's development can itself proceed would make the project unattractive to most other developers; it is the Corporation's interest in the new terminal which makes the project attractive to it.
It is most necessary to reach the earliest agreement on the deal so that the terminal project may proceed; even in the short term there will be some advantage, as the temporary terminal, which is to be constructed for use until the permanent terminal is ready and which should be in use by early 1979, will be considerably better than the present buildings.
With no car parking provision permitted for the office development, a Plot Ratio of 15 on the 10, 563m2 site is estimated to
2 generate an additional peak hour volume of 180 vehicles (one-way) compared with that likely to be generated by the more restrictive development referred to in paragraph 6 i.e. the minimum necessary to pay for the terminal, Bearing in mind that much of this traffic would involve right turning movements, as will the traffic proceedings to the terminal, the Public Works Department considers that, although the capacity of the junction might be stretched on seasonal occasions, there should be spare capacity under normal working conditions.
