1. FCO officials have worked hard and effectively on this paper, and personally I think it is just right. Together with the minute to the Chancellor, you may consider that this is what the Prime Minister needs, at least at this stage. The summary of policy towards China in the main minute is, of course, an expression of your own views to the Prime Minister. The last paragraph puts down a tentative marker about circulation, but it is for you to decide and you may prefer to have a word with him first, particularly in the light of the attached telegram no 522 from Peking just received.
