(i) Although the Chinese have stated
their willingness to pay the cost
of virtually the whole of the
proposed educational programme,
certain administrative costs and some
scholarship exchanges will require
extra funds for the British
Council
budget. These will amount to
£440,000 in 1979/80, rising to
£1,050,000 in 1985/6. I am writing
separately to Denis Healey about this.
(ii) Increased costs arising from 5(f)
above.
