NOTE ON INADEQUACY OF EXISTING RESOURCES

1. There has been no additional Information

finance for the British Council since the early

1970s and any new initiatives in respect of changes

in foreign policy such as the opening of new posts

in Syria, Burma and the Philippines have also had

to be achieved by redeployment of existing

resources. The main new activities which the

Council are likely to have to finance from within

their existing resources from 1979/80 are:

(a) China. Apart from the specific expansion

proposed above there are likely to be new

opportunities for an expansion of educational

and cultural relations with China.

(b)

:

South Africa. The Council has already found

some £10-15,000 from within its own

resources for increased work here, and the FCO

are seeking to persuade them to increase

expenditure within the next few years by

some £50-100,000.
