Peking are present. See eg the recent Science Conference in Tokyo where representatives of both sides were present and the establishment of a PRC Embassy at Tripoli without the corresponding withdrawal of the Taiwanese. Peking may wish to comment on whether this represents a new flexibility on the part of both the Chinese and the Taiwanese. Has there perhaps been collusion in Hong Kong?
