Thank you for sending me a copy of your letter to Martin Vile recording that the Prime Minister had read with interest Dr Owen's minute to him of 30 August. have noted the Prime Minister's requests for a further progress report by the end of October and for a sub- sequent DOP discussion. In the meantime, Dr Owen would be grateful for confirmation that he may go ahead and tell the Chinese that it would be acceptable for the Chinese Foreign Minister, Mr Huang Hua, to visit Britain for three days during the period 10 15 October as they have proposed. This visit is a considerably delayed return for the late Mr Crosland's visit to China in 1976 and would set the seal on an unusually busy and productive year in Sino-British relations.
