In other cases arms which could be used for internal

repression are not sold. China rates poorly in human

rights terms, and there might be accusations that we

were applying double standards if we sold arms to them. But the Chinese have no need for Western defence

equipment for internal security purposes, and the kind

of purchases they will generally make have external

rather than internal security applications. Nor would

Western pressure applied through withholding arms

have any effect in China.
