1. Thank you for inviting my comments on this paper in your circular minute of 20 January.
2. I was glad to see the reference in paragraph 52 of the draft to consultation with Australia and New Zealand especially in the light of the Secretary of State's instructions of June last year about bringing the Australians more into our deliberations. I suggest that this idea should appear in the conclusions also, perhaps by amending the fourth sentence of paragraph 62 of the draft to include Australia and New Zealand after other members of COCOM.
3. SWPD's interests in the paper are not, I think, substantial enough for us to need to attend Mr Murray's meeting tomorrow. We should be glad, however, to be kept in touch. We might later, depending on the progress of the paper, think about the possibility of passing a copy to the Australians.
