ARMS SALES TO CHINA
1.
The Earl of Kimberley has put down the following unstarred question for answer in the House of Lords
on 22 March:-
"To ask Her Majesty's Government what is their policy on exporting military equipment, such as aircraft, tanks and ships, to China. "
In Lord Goronwy-Roberts' absence abroad Lord Peart will
answer for the Government.
2. I submit a draft nucleus of a winding-up speech, plus supplementary defensive material, also in draft, for incorporation into the speech as necessary, and confidential background notes, which have been cleared
with MOD, Defence Department, TRED, NAD and HKGD. We are telegraphing the text of the winding-up speech and the defensive line on Harrier to Peking and Washington today, to give them a chance to comment. Washington Tel No 1083
of 14 March does not add any new elements for the purposes
of the debate.
