a) The FCO Memorandum on Harrier aircraft.

The MOD paper on marine propulsion units.

The FCO and MOD papers have been produced after close consultation between FED and DS 13. The FCO paper incorporates a number of MOD drafting suggestions. For their part, the MOD have modelled their paper closely on our own. Discussion at the meeting is likely to centre on the conclusions relating to COCOM and the precise formulations used in the recommendations.

3. There are three points which the FCO might make about this paper at the meeting:-

a) The last sentence of paragraph 10 suggests that if
the UK does not supply gas turbines then the United States, Japan, France or Italy might do so. however, ignores the COCOM factor. If HMG are prevented from authorising a sale because of COCOM considerations, the same factors would apply to the other four countries.
b) The reference to probable COCOM problems in paragraph 13 (e) uses a slightly different formulation from our own passage in the paper on Harrier (paragraph 26 (e)). The MOD formulation is acceptable for gas turbines; but we should resist suggestions that the same language could be applied in the case of Harrier.
