24. Factories and
Industrial. Undertakings (Amendment) Bill 1978 and Re-enactment of relevant Regulations
Purpose
To amend the definition .of "industrial under-
taking" to make it clear that it not only embraces the various industrial activities it specifies, but also the premises in and plants with which they are carried out.
Progress made and present position
The Bill was introduced into the Legislative Council on 26th April.
To re-enact five sets of Regulations being drafted. Factories and
Industrial Undertaking Regulations which are affected.
Next quarter targets
To enact the Bill.
The Commissioner for Labour to make Regulations. To seek
the Legislative Council's approval by resolution.

25. Review of
Functions and Organisation of
the Social Welfare Department
26. Review of the Welfare Class
To determine what changes are required to the structure of the Social Welfare Department in the light of present and future commitments.

To liaise with the working party which has been set up in the Social Welfare Department to review the "welfare class" on questions
which have long-term policy and resource implications.
The second meeting of the steering group to guide the management review team and to monitor progress was held on 7th March 1978. The basic regionalised organisational structure for the department proposed by the Review Team was discussed and approved in principle by the steering group. An Establishment Sub-Committee paper is being drafted.
The report of the Working Party set up to review the structure of the departmental grades has not been finalised, since the recommendations regarding salary scales outlined in the draft report prepared in December 1977 are not acceptable to the Pay and Structure Unit of the Civil Service Branch. Discussions are now taking place to resolve this problem so that the report can be finalised.
To seek the Establish- ment Sub-Committee's approval of the resources required to implement the recommendations..
To examine the department's recommendations on the
Working Party's report and to liaise with the' resource branches in processing these recommendations.
