Exchanges

Purpose

To provide up-to-date information on the present and future availability of land for all purposes in a programme to be established and in operation by the end of 1978.

To devise an acceptable substitute for exchange entitle-

ments.

Progress Made & Present Position

LDPC is reviewing the pattern of decision-making with regard to future development policy. The Advisory Committee on Diversification is also considering the needs of industry and the economy in relation to land production and availability.

Working Party of the Special Committee on land production has been reconvened to shortlist potential development

areas.

The Working Group on New Territories Urban Land Acquisitions has recently completed its deliberations and a

report was submitted to H.E. the Governor on 20th April 1978.

Next Quarter Targets

(i)

Seek carly LDPC decision on future development policy stragety.

(ii) Submit to LDPC data

on demand in

various land use

categories and planning comments

on newly identified potential develop- ment areas. (iii) Convene meeting of

Special Committee

to review position and consider

planning paper on

new areas

identified by it.

(a) Submit proposals to

ExCo (early June). (b) Submit proposals to

Finance Committee

(mid June)

(c) Introduce new policy

for implementation (July).
