14. General Levy Scheme
and Statutory Status for the Hong Kong Training Council
To establish the Training Council as a statutory body empowered to administer a general levy to promote industrial training.
Reservations have been expressed by the Commissioner of Industry and Customs on the proposed general levy. The views of the Advisory Committee on Diversification are being sought.
To indicate to the Training Council Government's views on its proposals.

Pharmacy and
Poisons Regulations 1975
To propose a more comprehensive system of control, licensing and inspection of pharmaceu- tidal manufacturing process.

The amendment Regulations were approved by the Legislative Council on 21st June 1978. These, together with the principal Regulations, were brought into force on 1st July 1978. Meanwhile, the First and Second Schedules to the Import and Export (General) Regulations, Chapter 60, were also amended to subject pharmaceutical products and medicines to import and export licensing controls.

In the course of consultations on these amendments, it was found necessary to provide an intermediate appeal body to deal with any "representations which may arise from the
implementation of the control scheme. This will require an amendment to the Pharmacy and Poisons Ordinance, Chapter 138, and is being pursued.
