Review of Workmen's Compensation Ordinance

Purpose

To carry out a comprehen- sive review of the Ordinance and to make recommendations to rectify any deficiencies.

Progress made and present position

The Inter-departmental Working Party met four times during this quarter. The major subjects discussed included the maximum and minimum limits of compensation payable, compulsory insurance, time limit for employers and employees to reach agreement on compensation and surcharge for late payment. Having reached initial conclusions on the major issues, the Working Party is now examining the Workmen's Compensation Ordinance section by section.

SOCIAL WELFARE

Review of Social Security

To review comprehensively existing social security provisions and propose ways in which these could be expanded to meet the known needs of vulnerable groups in the community.

Following the Executive Council's approval in February, some proposals contained in the Green Paper on Social Security Development were implemented with effect from 1st April, Mean- while, a Social Security Appeal Board was formallyand SWAC with a view to set up,

Public comments on other proposals in the including them in a Green Paper due for implementation after April Composite White Paper 1978 were considered by the Social Welfare Advisory Committee (SWAC) on 18th April when it was decided that an ad hoc sub-committee should be set up to consider various aspects of welfare allowances. The sub-committee has submitted its report to SWAC which will meet shortly to consider the recommendations,
